This episode did a really good job of showing how child abuse (both physical and mental) is passed down. Ozai is terrible to Zuko, and we see in this episode that Ozai's father, Azulon, could also be cruel to Ozai. Doesn't excuse Ozai's actions, but gives context as to how someone ends up like that, they aren't just born that way.

Azula ended up the way she was because of Ozai. Ozai was likely actively encouraging the behavior, too, so it's not like Ursa could do a whole lot about it.
