The top 4 you are referring to are All Might (retired), Endeavor (a character that can't be trusted with saving a child from an extreme case of child abuse considering what we got from Todoroki's background), Hawks (who was mentioned earlier this season and seems to be too busy (with Tokoyami) to be able to help) and Best Jeanist who is possibly still in the hospital from getting a hole shot through his stomach last season by All for One. Even if its the current rankings that only adds Edgeshot who can't really be argued why he wasn't asked but who knows maybe he was busy too. My point though is that the top 4 are either in unable, incapable, or not just suitable to help.

The heroes involved in the rescue are all heroes that normally operate in locations nearby Shie Hassaikai districts, as to not raise suspicion for the yakuza. If all the big-time heroes started showing up investigating areas that are not normally their stomping grounds, villain organizations would take that as a sign to dip on outta there.
