Yea they never really explain how the transmutation circles work but I’ll give it a shot. To change matter they need to know what the material they are changing it from to what they will change it to. Mustang has a circle on his gloves which allows him to change the sparks to fire. Armstrong’s circles are on his gauntlets which lets him change the rocks into steel, then he manipulates the shape.Edward is a special case because he doesn’t need a circle because he makes the circle with his arms by clapping his hands together. In theory so long as he knows what he wants to change he could transmute anything he wants so long as it’s equivalent in mass.
