Are the cartoon characters secretly in alliegence with our foe, Heaven? Forcing us to imprison them and mayhaps ‘re-educate’ them to our ‘justified’ side? Would imply a side plot cartoon vs anime type of conflict to the main conflict. I’m just rambling on possible lore, we honestly have no idea now, considering you mentioned changing the story from its v1 incarnation in a post months ago.
