I suspect the infamous Himiko Toga had something to do with this. She is after all an especially devious member of the League of Villains. No matter who it was that put these helpless tinies in such a hellish spot, it’s clear that Uraraka and Asui are the real ones doing the harm. I don’t think a hero is coming for these innocent citizens any time soon.
