Canonically, Rose is the fastest of all the girls (excluding the twins since they are god-tier). Cassandra can easily run faster than a bullet, however I believe they rarely try to go that fast. The way I see it, for them to move that fast, their entire metabolism has to accelerate so they have the reflexes and reaction time to navigate at that speed. Time would go by differently for her the moment she hits those speeds, so she might run an entire mile in the blink of an eye (for someone watching her) but for her it does take considerably longer. We might see her run back and forth in a second but for her it might have felt like several minutes. So she might be able to run around the entire north american continent in hours but for her it might feel as if she was running for weeks, which would be extremely boring. Imagine, even their ipods or MP3 players wouldn't work since the music would sound too slow for them. So I see Cassandra and Rose and the other girls ever moving at such speeds just in emergencies. For long distance travel, they would rather take a plane. I see Cassandra jogging around her town roughly a bit over the speed limit, playfully running pass speeding cars and trucks.
