A woman as infinitely powerful as Kara could shatter the planet with a snap of her fingers (a trillionth of the strength of her fingers impacting into each other can cause supernova level shockwaves - no infinity stones necessary) however she has the incredible control to interact safely with human beings. 

When she is attacked by some misguided military or paramilitary army, she can just walk through them crushing everything and every one in her path, or, as in this case, she can playfully stop them just causing bruises and scrapes on the soldiers.
