Keep in Mind Goku was trying to conserve energy still so he didn't put much power in the Kamehameha!

Claire actually goku wasn’t conserving when a saiyan transformis into a ssj state it harder to control their ki so when goku goes blue he is going all in the blast and I don’t want to explain why ……. Later beat ……. In …….. easily cuz it a spoil and if you say he can truly do it then why in the universe 6 tournament goku get strain by blue kaioken if he really has full control over blue

No, Claire is right. In Blue form Goku has way more control over his energy so he can be as weak or as strong as he wants. He even said he was putting in a little bit of power. Not all.

I'm not sure what your getting at here, within each form including the god forms saiyans can power up and down and still stay within that form, it's not a reach to assume that goku powered up to blue but did not use all his power in his kamehameha.....if that were the case then he would literally have zero power left from this point onwards in the tournament which is obviously not what happens...kaioken is a multiplier and specifically had an impact on the body no matter what form you are in so not really sure what that has to do with anything.
