Lol it is just an exaggeration by the writers to show how long its been since hes trained/fought anyone. At least we wont have to worry about seeing that again lmao, with Ultra Instinct and all, hes beyond who he used to be.

That's right Matt and Cameron. Even so, I think we're right to say it's an odd choice. Toriyama likes the idea that even a SSJ isn't super-human unless they're trying to be. Remember in DBZ when Goku was relaxing in SSJ and Krillin hurt him just by dropping a rock? Seems like there's a straight difference between how we imagine Goku's powers and how Toriyama does. Toriyama could be doing that for writing reasons, in order to make it obvious to the audience that Goku isn't invincible (foreshadowing) and needs to continue training. Furthering the message of effort overcoming birthright. Or maybe that's just how Toriyama imagines the magic of Ki works in his universe.

He had his Ki down so his power level was probably like 10 or something which is a dumb explanation but the bullet scratch was dumb as well.. Super isnt very well known for good writing..

He Got Hurt by the bullet because he had his ki level down to almost zero. Ki is like a protection to his body. Whis does explain it in super.
