36° Congreso Mundial de Naturismo, convocado por la Federación Internacional de Naturismo.

Historia

La Federación Internacional de Naturismo (INF-FNI) es un esfuerzo de trabajo en común de todos los países que cuentan con una asociación legalmente reconocida por su respectivo país y han solicitado formar parte de la misma. Esta alianza de países busca tomar decisiones y colaborar en asuntos relacionados con el naturismo a nivel mundial. Fue creada en 1953 durante el 3er Congreso Mundial (World Congress) y representa una larga historia del movimiento naturista a nivel global. La Federación Nudista de México, A.C., (FNM) forma parte formalmente desde finales de 2013 gracias al trabajo de la primera mesa directiva conformada por Juan Marcos Castañeda (primer presidente), Gerardo Cisneros (primer secretario) y Ulises Velázquez (primer vocal). Pero no fue sino hasta el 2018 que México participó por primera vez en el Congreso Mundial, el número 36 celebrado, en Lisboa, Portugal con representación de Héctor Martínez, presidente de la FNM, y Claudia Kellersch como delegada oficial.

Congreso Mundial 

La Asamblea General conformada por todos los países miembros (máximo órgano de autoridad) se reúne una vez cada dos años en lo que se conoce como el Congreso Mundial. Las sesiones son llevadas a cabo en los 3 idiomas oficiales; inglés, francés y alemán. Cada país tiene derecho a proponer mociones que son discutidas durante el congreso y, si cuentan con el apoyo de la mayoría de votos, son aprobados y llevados acabo por la mesa directiva en turno. La cantidad de votos depende, aunque no en proporción lineal, de la cantidad de miembros afiliados que tiene cada federación.  Por ejemplo México al ser una federación con pocos miembros sólo tiene derecho a un voto; por otro lado, Los Países Bajos (Holanda) cuentan con 32, que actualmente es el máximo número de votos. El 36° Congreso se llevó acabo con la participación de 27 países en Costa da Caparica, Lisboa, Portugal del 11 al 13 de Octubre del 2018.

Datos más relevantes

Durante este congreso se celebraron elecciones para definir Secretario/Vicepresidente, Asesor de Países Europeos, Asesor de Países no Europeos, Presidente de la Comisión de Ética, Responsable de Redes Sociales, Consejo Legal y Auditores. Todas las candidaturas con excepción de Asesor de Países Europeos fueron de candidatos únicos. Las mociones abordadas durante el congreso fueron: 1) Incluir en las formas de ingreso la tienda en línea (aprobada), 2) Aumentar el tiempo del mandato de los auditores de 2 a 4 años (aprobada) ya que era el único puesto de 2 años cuando todos las demás son de 4 años. También se aprobó que la renovación sea escalonada para que no se cambien a los dos auditores al mismo tiempo y así no se pierda conocimiento iniciando de cero en cada nuevo periodo. 3) Moción para que las federaciones nacionales solo le puedan vender los sellos a los clubes dentro de su mismo territorio nacional (rechazada) 4) La Federación Holandesa presento una moción para que la compra de sellos por miembro fuera opcional y no obligatoria (rechazada) 5) Se propuso una resolución de conflictos entre las federaciones y grupos nacionales en caso de que estos no logren resolver sus diferencias el caso sería presentado a la Comisión de Ética y resuelto por el Consejo Central (CC) (retirada).

Areas de Oportunidad

A partir de este punto le advierto al lector que todas las cosas que mencionaré a continuación son mi opinión personal, de acuerdo a mi limitada interpretación de las cosas que acontecieron durante este evento sumado a varios testimonios que logre recabar durante este fin de semana. Veo la necesidad urgente de modernizar a la INF-FNI ya que el modelo actual es anticuado y brinda cada vez menos valor a las federaciones nacionales y a los miembros individuales. Cada vez más personas se cuestionan sobre los beneficios que reciben a cambio de su cuota anual. Debido a esto cada año menos personas renuevan su membresía en consecuencia se traduce en una perdida de recursos y representados que eventualmente podría poner en peligro la existencia de la INF-FNI. 

La Federación Internacional debería estar más involucrada en temas de actualidad; por ejemplo, en una campaña activa en contra de la censura en redes sociales como Facebook y YouTube, problema que afecta a todos los nudistas y limita la capacidad de dar a conocer nuestro mensaje a un público mayor. También podría encabezar movimientos como #FreeTheNipple que buscan la equidad de género o incluso impulsar campañas en contra de los estándares irreales de belleza promovidos por las grandes agencias de publicidad y marketing de productos. Por mencionar algunos ejemplos de causas relevantes al naturismo que podría impulsar una organización de alcance internacional.

Me da mucha tristeza haber presenciado una división muy evidente entre la mesa directiva actual y la mayoría de las federaciones nacionales, en lo que parece una lucha entre los que podríamos denominar los conservadores y los progresistas; unos buscan mantener las cosas como están, que benefician a unos cuantos y otros quieren modernizar la institución para brindarle valor a toda la comunidad nudista. Anualmente la INF-FNI recibe más de 300,000 euros y no queda claro en qué forma se están invirtiendo esos recursos en beneficio de la causa que dicen representar. Actualmente se cuenta con más de medio millón de euros en la cuenta bancaria y otra cantidad desconocida pero no menor etiquetada a gastos que no se llevan a cabo. En otras palabras en los últimos años sólo se han acumulado recursos que podrían ser de gran beneficio para todos. 

Otra cosa que no me explico es por qué este evento se llevo a cabo en un hotel que no es nudista, y aún cuando se dio la oportunidad de desnudarse durante las sesiones la mayoría opto por no hacerlo, y aún más preocupante es que los dirigentes de la organización que representa el naturismo a nivel mundial por excelencia decidieron permanecer vestidos durante TODO el evento. No sé ustedes, pero me cuesta creer en alguien que no practica aquello que dice promover.

Ahora se estará preguntando el lector, ¿Por qué la Federación Nudista de México decide permanecer en una organización que no le brinda beneficios a sus afiliados? Sin embargo, a pesar de que es una pregunta válida, existen muchos beneficios de pertenecer a una comunidad internacional que representa la causa que practicamos y promovemos. El principal de ellos es que al ser miembro nos da la oportunidad de participar en el congreso mundial, que es una extraordinaria oportunidad de conocer a muchísimas personas muy valiosas que realmente creen en nuestra causa, podemos aprender de primera mano de esas personas que encabezan estrategias que están funcionando y trabajar en común. ¿De qué otra forma podríamos reunir a todas estas personas tan valiosas en un mismo lugar? También nos permite posicionar a México como un destino nudista y dar a conocer los avances a nivel nacional. Otro beneficio muy importante es la legitimidad que nos da ser parte de un movimiento global, a pesar de las areas de oportunidad que tiene la INF-FNI el hecho de que podamos decir que pertenecemos a una organización mundial nos da más credibilidad como movimiento. Y finalmente sólo siendo miembros podemos incidir en el rumbo que toma la organización para que algún día vuelva a cumplir con la visión bajo la que fue creada.

Si bien en el futuro próximo no se podrán esperar cambios relevantes de parte de la INF ya que todas las posiciones importantes que podrían generar un cambio sustancial en la Federación siguen siendo afines a la agenda de un comité ejecutivo que se niega a modernizar; en el siguiente Congreso Mundial 2020 Serbia, se celebrarán elecciones para determinar quien dirigirá por 4 años esta organización. ¿Se optará por un proyecto nuevo o por permanecer igual? Aún no es demasiado tarde y existe la posibilidad de un cambio en beneficio del nudismo a nivel mundial. 

Independientemente del destino de la Federación Internacional como país fue un gran logro haber participado en un evento de talla internacional, para muchos países el nudismo en México se veía como algo distante, pero ahora tuvimos la oportunidad de darnos a conocer ante el mundo. Este ejercicio ayudará para enriquecer el trabajo que venimos haciendo a nivel nacional y regional en colaboración con la Confederación Latinoamericana de Nudismo (CLANUD). Tuvimos la oportunidad de detectar las areas de oportunidad y aprender de los aciertos de una organización con más de 60 años de existencia. 

Un agradecimiento muy especial a todas las personas que contribuyeron para hacer posible nuestra participación en éste congreso. Sin sus donaciones esto no hubiera sido posible. Gracias a Claudia Kellersh que hizo un gran trabajo en externar la postura de México como delegada. Les agradezco a todos los que estuvieron al pendiente del desarrollo del congreso, a aquellos que les despertó el interés por comprender como funciona el nudismo a nivel global y a aquellos que comprenden la importancia de formar parte de un movimiento como el que impulsamos. Mientras más personas se afilien contaremos con más mentes y manos al servicio del nudismo. Tendremos más recursos que nos permitirán llevar nuestro mensaje más lejos y brindarnos beneficios a todos. Mientras más personas formen parte de la Federación Nudista de México mayores serán las oportunidades de colaborar con funcionarios de gobierno, universidades, empresas, organizaciones e instituciones a fin.

36th Naturist World Congress, convened by the International Naturism Federation.

History

The International Federation of Naturism (INF-FNI) is a common work effort of all countries that have an association legally recognized by their respective country and have requested to be part of it. This alliance of countries seeks to make decisions and collaborate in matters related to naturism worldwide. It was created in 1953 during the 3rd World Congress (World Congress) and represents a long history of the naturist movement on a global level. The Nudist Federation of Mexico, A.C., (FNM) formally forms part since the end of 2013 thanks to the work of the first board of directors formed by Juan Marcos Castañeda (first president), Gerardo Cisneros (first secretary) and Ulises Velázquez (board member). But it was not until 2018 that Mexico participated for the first time in the World Congress, the number 36 celebrated, in Lisbon, Portugal with representation of Héctor Martínez, president of the FNM, and Claudia Kellersch as official delegate.

World Congress

The General Assembly, made up of all the member countries (highest authority body), meets once every two years in what is known as the World Congress. The sessions are carried out in the 3 official languages; English, French and German. Each country has the right to propose motions that are discussed during the congress and, if they have the support of the majority of votes, they are approved and carried out by the board of directors in turn. The number of votes depends, although not in a linear proportion, on the number of affiliated members that each federation has. For example, Mexico, being a federation with few members, only has one vote; On the other hand, The Netherlands have 32, which is currently the maximum number of votes. The 36th Congress was held with the participation of 27 countries in Costa da Caparica, Lisbon, Portugal from October 11 to 13, 2018.

Most relevant data

During this congress elections were held to define Secretary / Vice President, Assessor of European Countries, Assesor of Non-European Countries, President of the Ethics Committee, Responsible for Social Networks, Legal Advice and Auditors. All candidatures, with the exception of Adviser of European Countries, were of unique candidates. The motions addressed during the congress were: 1) Include the online store (approved) as a source of income, 2) Increase the time of the mandate of the auditors from 2 to 4 years (approved) since it was the only post of 2 years when all the others are 4 years term. It was also approved that the renewal be staggered so that the two auditors are not changed at the same time and thus knowledge is not lost starting from zero in each new period. 3) Motion for national federations to only sell stamps to clubs within their own national territory (rejected) 4) The Dutch Federation submitted a motion to make the purchase of stamps by member optional and not mandatory (rejected) 5) A resolution of conflicts between federations and national groups was proposed in case they do not resolve their differences. The case would be presented to the Ethics Commission and resolved by the Central Council (CC) (withdrawn).

Opportunity Areas

From this point I warn the reader that all the things that I will mention below are my personal opinion, according to my limited interpretation of the things that happened during this event, plus several testimonies that I managed to gather during this weekend. I see the urgent need to modernize the INF-FNI as the current model is outdated and increasingly less valuable to national federations and individual members. More and more people are questioning about the benefits they receive in exchange for their annual fee. Because of this, every year fewer people renew their membership as a result, resulting in a loss of resources and members represented that could eventually endanger the existence of INF-FNI.

The International Federation should be more involved in current issues; for example, in an active campaign against censorship on social networks such as Facebook and YouTube, a problem that affects all nudists and limits the ability to make our message known to a larger audience. It could also lead movements like #FreeTheNipple that seek gender equity or even push campaigns against the unreal beauty standards promoted by the big advertising and product marketing agencies. To mention some examples of causes relevant to naturism that could be promoted by an international organization.

It gives me great sadness to have witnessed a very evident division between the current board of directors and the majority of the national federations, in what seems like a struggle between what we might call conservatives and progressives; Some seek to keep things as they are, which benefit a few and others want to modernize the institution to provide value to the entire nudist community. Annually the INF-FNI receives more than 300,000 euros and it is not clear in what way those resources are being invested in benefit of the cause they claim to represent. Currently there are more than half a million euros in the bank account and another amount unknown but not less, labeled to expenses that are not carried out. In other words, in recent years only resources have accumulated that could be of great benefit to all.

Another thing that I can not explain is why this event took place in a hotel that is not nudist, and even though there was an opportunity to undress during the sessions, most opted not to, and even more worrying is that the leaders of the organization that represents the naturism worldwide, decided to remain dressed during the entire event. I do not know about you, but I find it hard to believe in someone who does not practice what they say they promote.

Now the reader might be wondering, Why does the Mexican Nudist Federation decide to stay in an organization that does not provide benefits to its members? However, although it is a valid question, there are many benefits of belonging to an international community that represents the cause that we practice and promote. The main one is that being a member gives us the opportunity to participate in the world congress, which is an extraordinary opportunity to meet many very valuable people who really believe in our cause. We can learn first hand from those people who lead successful strategies and work together. How else could we bring all these valuable people together in one place? It also allows us to position Mexico as a nudist destination and publicize the advances at a national level. Another very important benefit is the legitimacy that gives us being part of a global movement, despite the areas of opportunity that the INF-FNI has, the fact that we can say that we belong to a world organization gives us more credibility as a movement. And finally only by being members can we influence the direction that the organization takes so that one day it will return to fulfill the vision under which it was created.

Although in the near future no significant changes can be expected from the INF since most of the important positions that could generate a substantial change in the Federation are still related to the agenda of an executive committee that refuses to modernize; At the next World Congress 2020 Serbia, elections will be held to determine who will lead this organization for the next 4 years. Will the assembly choose a new direction or to remain the same? It is not too late and there is the possibility of a change in benefit of naturism worldwide.

Regardless of the fate of the International Federation as a country it was a great achievement to have participated in an event of international stature, for many countries naturism in Mexico was seen as something distant, but now we had the opportunity to make ourselves known to the world. This exercise will help to enrich the work we have been doing at national and regional level in collaboration with the Latin American Nudity Confederation (CLANUD). We had the opportunity to detect areas of opportunity and learn from the experience of an organization with more than 60 years of existence.

The more people who are part of the Nudist Federation of Mexico, the greater the opportunities to collaborate with government officials, universities, companies, organizations and institutions.
