I don't know if someone already answered this, but the GI in GIJoe means government issued. Joe is slang for a man. In World War 2, American solders were GIs. In fact, it is still a nickname for a soldier. Usually, a non-commissioned soldier. It emphasized the fact that they all look alike because of their uniforms.
