The deep voiced actor who played Cloud William was Roy Jensen (2/9/1927 - 4/27/2007). Roy started as a stunt actor and moved to bit parts in movies and TV shows up until 1999. One such show I had recently rewatched was The Invaders (1967) with Roy Thinnes, Roy Jenson briefly appeared as a background character. Roy died of cancer in 2007. Can't wait until you react to the next episode and see who the primary guest star is. Another actor makes a second appearance in this Star Trek episode, though as a different character. Only clue I will give on this one actor is that he starred in the episode "The Devil in the Dark" S1E25.

IIRC Jensen's voice was either dubbed or mechanically deepened in this episode. I like how they changed the bridge alcove lighting to make the ship appear different, but they had to cover the dedication plaque so sharp eyed viewers 60 years later wouldn't notice it on Bluray.
