As others have already mentioned (and I'm late) the school festival is 100% canon. MHA is one of those series that did a boss move and chose a season based format to avoid having to make fillers. Or ruin the pacing, one or the other.

And they did it when almost no one else was doing it, MHA popularised the current standard where shows are allowed to take breaks between seasons to let the source material progress
