An early work of Hayao Miyazaki, who later gave us Spirited Away. It seems to be based on a TV series. Eric, am I right? I believe "anime" is one of many styles of "animation", which is a general kind of film-making.

Yes, actually: Back in his early TV days (also check out the "Sherlock Hound" cartoon), Miyazaki directed episodes of Lupin III, who's been on and off Japanese TV for the last fifty years. Producers even did a new CGI movie last year for the anniversary: https://www.youtube.com/watch?v=6C2ZsWobs68 And although “anime” just means “animation”, it specifically refers to the Japanese variety...Like Sailor Moon.

The movie you are seeing is Lupin the III's second feature film, the first one is called the Mystery of Mamo. Also if you're wondering why Lupin is called Wolf is because at the time this dub was released in 1992-93, the LaBlance estate (who created the original Arsene Lupin) still owned the rights to the Lupin name at the time. Ironically Wolf is the literal translation of Lupin in French.
