Toonman WIP - Plague Rat Finalization 2 (Patreon)

Hey Guys! Here's a Finalization WIP of a new Toonman supervillain we got in the works- 'Plague Rat', a doctor specializing in the study of diseases and biochemistry who turns to crime and becomes a biological warfare terrorist. Plague Rats creates various disease, mutagenic pathogens, and bio-weapons that he unleashes on the citizens of vaudeville through utilizing the rat population of california, the reasons varying from to acquiring funds to further his research to simply terrorizing the public in a power move. He's a foil villain to Toonman because despite Toonman's near-invulnerability to physical force and trauma, he and his people are still vulnerable to human diseases and illnesses. He's also a foil in that Toonman had a phobia of rats and mice.
