I believe Krillin made a wish for her to be human at the end of the Cell saga.

The wish he makes to Shenron was to make Android 17 and 18 human again but Shenron can't make the wish come true. The wish he makes that Shenron grants is to remove the Self Destruction Device from both 17 and 18, so technically there still androids if I remember correctly.
