When Makarov said Jura was as strong as Gildarts he was comparing to the last time he saw him (pre training for the 7 years he lost). Gildarts isn't a Saint because it's not his style and he was always away. There were also other candidates like Laxus (didn't get it because of poor behavior), Erza (in her dream but some say that she deserves it because of her fight against Phantom Lord's master, Jose), and Ur (didn't accept because of personal issues like losing her daughter) Remember there's also Jellal, but his title was taken away because of disgrace. Makarov was dead for 7 years, so Jura who said when first introduced that he saw himself and Makarov as heaven and Earth in terms of power was given the position of 5th strongest

exactly. this is explained later on in the beginning of the sun village arc as well. for instance, gildarts is probably stronger than makarov at the moment yet makarov is a saint wizard and gildarts isn't, likely because they don't want more than one fairy tail wizard as a saint wizard or he's outside of magnolia and/or fiore so often
