From my understanding Natsu and Gajeel were only able to gain and retain these forms because of two reasons. First the two pairs had a brother like relationship (before Laxus went off the deep end seen in ova 3) and the same with Gajeel and Rouge. Second reason is because it's the same type of magic (Dragon Slayer). On Tenrou Island Natsu was able to use God Slayer magic because it was a flame but he had to empty out his own magic supply to absorb the power. It's impossible to combine the two types of slayer magic. (Before the Battle of Fairy tail arc Laxus never used Lightning Dragon Slayer magic and only used normal lightning magic so when Natsu tried eating it, he couldn't). Mashima was setting things up from the beginning but for some reason people overlooked it and say they're ass pulls.
