Tbh, Shirou only wasted one seal on dumb shit, the very first one. The second one he used to summon Saber to him at the school because she can't go into the astral form like other servants can and thus can't go to the school, and this third one he used to stop Saber from attacking because it was implied that Caster would kill Fuji-nee if he didn't comply..
