I love that they give Barry a fake Russian ID to enter the US when they could've just used his real name and ID as he's American.

Woodhouse's voice does in fact change. It has a lot to do with whether or not he's "playing" butler and you've actually heard it change before here, in the WWI flashback episode and he womps Archer on the head with the butt of a gun. Despite his meek persona, we know that on top of heroin addict he has a wide variety of skills. (I would argue being a heroin addict in your late 90's is a skill. Try to find one. I dare you.) His voice actively changes based on which of those skills/personas he's in. Here he was suddenly sincere after playing dumb about the Bug Out Bag on Mallory's request.

It was a fake Russian ID in that the Russians made it, but it was actually a false Israeli identity, if I'm not mistaken. You do have a point about his real name and ID, but there is a chance that he was listed as either deceased or else captured by the Soviets, so his own ID might have raised unwanted attention. All of which is probably way over-thinking it because the whole point of the scene was most likely to set up the line "Thanks. Or Shalom or whatever it is we say." Also, the name on his passport is Sy Berg, which now that I think about it may have been the entire reason for the scene.
