You probably don't remember but Hatred was the guy who, after the Billy-Phantom Limb mission went pear shaped, was the guy who exiled Hunter, assigned Brock to Rusty, and tried to send Billy to an MKULTRA testing lab. He was a Gild Agent in the OSI.

As to Hatred being a Sex Offender...it was a throwaway line in an earlier episode and it sort of goes back and forth in the rest of the series as to how serious he is. He's not an Epstien Client. He is on some kind of drugs to stop the "urges" and he doesn't do anything to the boys. Though the drugs do have some...side effects in the later seasons. Also the reason the characters look so different is because they changed the animation a bit during this era. Also they redesigned and recast the voice from Hatred from his original appearance as one of the wedding guests.

As Jeff said there was an earlier reference to Hatred being into kids, it's in the episode where Hank and Dean get kidnapped by Myra and Hank mentions something about Hatred bad touching them and Dean doesn't remember because he was asleep. This is also the reason during the Monarch wedding episode that when Brock says Hank is sitting next to Hatred Hank groans and puts on the beard so Hatred won't recognize him, he also says something like you aren't gonna bad touch me, right? This episode you also kinda get to see the start of the whole weird but fun sorta friendship between 21 and Hank. Also several of the characters in the background make appearances later, that's one thing this show excels at is taking minor appearance characters and bringing them back, sometimes just another minor appearance sometimes in bigger ways, Sgt. Hatred is a prime example, especially because he's a guild member and a former OSI higher up.

You've never heard of Mark Knopfler? He grew up in Newcastle upon Tyne -- I'm not sure if that's the same as just plain Newcastle. But he's the first person I ever heard use the word Geordie. He's the main guy from Dire Straits.
