The thing with Stargate is that - particularly in the earlier seasons - the episodes are more self-contained stories than they are part of the over-arching plot. They'll mostly reveal new things about the characters, or about the Goa'uld and other enemies they'll come across, and the big story sort of things will happen more towards the very end of the seasons. When I watch, I like to think about the themes of the episode rather than what they further story-wise. And you're right, some of the episodes can be a little hit or miss, but there are ones coming up that I personally love which really lend insight into the characters and the world. Can't wait for more!

I'd echo much of what has been said. I should start by saying this isn't even close to a favourite episode of mine. What I feel episodes like this do is help to further world building so are integral to the overarcing plot. A lot of these episodes reflect some aspects of the collateral damage that the Goa'uld has had on the various cultures of earth. In particular how the fear of their return has caused this civilisation to stagnate. It also raises the idea of how they intend to handle the instances of differing ideals. Do they "Stay strapped and light them up." Or try to understand the underlining issue and find a less imperial outcome where ever possible. The balance of force vs influence.

This is the episode with the lowest rating on IMDB of the whole 10 seasons of SG-1. So yeah, definitely not the best :) There's the odd standalone filler-episodes like this here and there in SG-1's run, especially in season 1, but that's to be expected with 20+ episode seasons and usually they have some saving grace. Not really this one though.

While I’ve watched the entire show several times over the years, I don’t remember the order of episodes – not the way I know Buffy the VS or Dr. Who. My over-all memory of Stargate SG-1 is that there are few disappointing episodes or filler episodes. For the last few years, I’ve glanced at my completer Stargate DVD collection and wondered when I would feel like rejoining Jack, Samantha, Daniel, and Teal’c; thanks to Faily McWhaley, that time is now! I want to point out that Jack told General Hammond (the only military figure whom I would serve under) that “Teal’c” is spelled with an apostrophe!

Ah the good oldie throw away episodes. The writers will still testing the waters I think lol. They figure it out pretty quick, have no fear.

A lot of people (including myself) seem to agree that episodes 4, 5, and 6 are some of the weakest of the series. Don't worry though, there are some amazing episodes this season too, and overall the show will just get better as time goes on.
