I'm somewhat confused. Were they always dressed like that or did the recent changes on the island cause that? If it was from recent events will there be a story to go with it?

They where always dressed like that. The hive of the forest fairies was always pretty isolated from the rest of the people of the island. Their only purpose was collect nectar from flowers and since they were not under the shadow of Stallos and the government, revealing dresses doesn't have any extra meaning for them.
