She's from Disney's The Haunted Mansion. Perhaps you don't recognise her when she's not balancing on a tight rope above a crocodile. ^_^ 

They person commissioning it (who prefers to remain anonymous) loved it, and came up with something a little more elaborate. ^_^
What if the Haunted Mansion has a Haunted Nursery somewhere inside?....... Mhmmmm......
