Of course Iroh is the only one worthy to stay in the spirit world.

It's important to make it clear that it's not the spirits who choose who enters the spirit world or not. It's simply how strong is your own spiritual connection to the spirit world, which basically means, how strong is your connection to your own spirit. For Aang, entering the spirit world was no problem because he was naturally very in tune with his spiritual side. For Korra, it was much harder, because she was too inside her own head and couldn't get out of the way. It's why she had such a hard time to learn Air Bending, where it requires one to "flow" like the wind, so to speak. Tenzin, while he may not be directly as hard headed as Korra perhaps, he's also too much in his own way; in his own head. Most importantly, it's because he feels a lot of weight on his shoulders because of the huge responsibility to carry and represent the Air Nation culture. He also doesn't let things slide off him easily. He gets angry at his siblings when they tease him, etc. These things are holding him down in his body, and he has a hard time letting go in order to leave it and transition to the other side. Hope that makes sense. These aspects of the show are basically based on eastern spiritual systems like Buddhism, where they talk about quieting the mind to let one's spiritual side grow.

Yes the creators did think they had to end the show in both season 2 and 1. But they knew they had seasons 3 and 4 when making them, so the story is more cohesive
