Man, this might be one of my favorite Batman villains. I need ALL his content!

To add more details of the American Nightmare doc I watched on Netflix, there actually was a detective that reminded me a lot of Gordon. Her name is Misty Carausu, and she changed the lives of the victims, because she cared. 😭❤ Would highly recommend if you need some faith in the system and the "helpers" as Mister Rogers and his Mom would say ❤

'Another fine villain brought to us by the Wayne foundation' -Robin It's true you hardly see Lock-Up anywhere else, as he's another original creation of this series and people would be reluctant to use him for the reasons you discussed. There is a limit to how far one can deconstruct a setting without having the main characters either act to change things drastically from the US status quo or look foolish, but I can totally buy the idea that no matter how charitable and philanthropic Bruce is, he still can't change Gotham all on his own. It's the city with the biggest wealth gap in a country infamous for titanic wealth gaps. Bruce tries to set an example, but most other billionaires don't share his viewpoint, as you'll see more of in another upcoming episode... There are some other characters similar to Lock-Up's stance being much harsher towards the Rogues than Batman without any compassion for them, and they're just as dangerous. Remember Mask of the Phantasm?

Lock-Up would've been perfect in Arkham City as Hugo Strange's chief of security.

It's no koinkydink that this episode was aired on the heels of the 1994 Violent Crime Control and Law Enforcement Act that kicked what has become the prison-industrial complex into high gear. That's what I love about guys like Dini and Timm. They were able to sneak all sorts of almost semi-prophetic sh*t into the plots of some of these episodes. The real irony is that Lock-Up wouldn't be considered a villain in today's society.
