i'm so glad you are picking up on the reluctant warrior theme that's not only very important in kuuga but is quite prevalent though out the kamen rider franchise. The first kamen rider Takeshi Hongo and many other kamen riders throughout the years have hated violence and only ever fought because there was no other discourse.
