it seems like you've completely misunderstood One for All a this time. When All Might 1st explained it to Deku, he told him it was the accumulation of power/strength of all the previous successors transferred to the next person. Which is why Toshinori Yagi who had no quirk but trained his body up similarly to how Asta did in BC became All Might the strongest man ever. Because he inherited the accumulated power/strength of 7 other powerful quirk users. He passed on the accumulated power/strength of 8 predecessors to Deku. Which is what he's been using until now. All for One's brother was talking about a singularity and it almost being time, this seems like he means One for All has finally been powered up by enough people, that it now reached a point of "singularity" where it can be used to its fullest extent with the current successor being able to use all the quirks of the predecessors not just the power/strength...Anime only guy so i could be completely wrong but thats been my interpretation of One for All with the information given in the show so far

Ok my understanding from anime and from one other comment i read. The first wielder of One for All, the brother of All for One was very weak and sickly guy. All for One, thinking that his brother is quirkless, gave him a quirk that let's you stockpile power in order to try and make him stronger and less fragile. However the brother did have a quirk, which was kinda useless on it's own, but that was a quirk to pass on a quirk. When that quirk and stockpile quirk mixed, they made One for All. And trough the generation the strength has been stockpiling from one user to another, but also their own quirks were passed along as well. That's why Monoma couldn't copy it, it's not just a power quirk but accumulation of strength passed on.
