is it possible to upgrade from 0.13 to 0.14 or is a fresh install recommended/madatory?

It's not possible, but it's also not really necessary. If you keep OctoPrint up to date via its own update mechanism and also from time to time update the underlying Raspbian system (see <a href="https://www.raspberrypi.org/documentation/raspbian/updating.md" rel="nofollow noopener" target="_blank">https://www.raspberrypi.org/documentation/raspbian/updating.md</a> ) all should usually be fine. I'm also thinking about creating a backup/restore tool though, to help with potential reflash runs.

"sudo apt-get update" and then "sudo apt-get dist-upgrade"? Should get myself into the command line so I could get a cron-job for this task.

Yes. Also fixed the link in my earlier comment to Raspbian's own instructions. Might also be possible to build some script as OctoPrint compatible update script, so that you'll get a notification if new package updates for your system are available. Will probably take ages though until I get around to testing this, so if anyone else reading this here gets an itch to try, be my guess ;)
