Quick note just in case you miss out while you talking only S class wizard is allow to take on the second floor quest which is a S rank quest and right now 3 S class wizard have been introduced Erza, Laxus and Mystogan only those 3 are allow to take a S rank quest

to be more precisely the second floor is strictly off limits to everyone under S-Class, means they arent even allowed to go up there. And Mirajane said that only 5 Fairy Tail wizards in total (Erza, Laxus, Mystogan + ? + ? ) are allowed to take a S Rank mission. And as a fun fact Mirajane came down from that very second floor at the end^^

Makorov is the Master of Fairy Tail he doesnt count as a S-Class mage. Sure he could take these quests but I dont think masters even do any quests, they only lead and represent the guild. So there are still 2 unknown Fairy Tail S-class mages. But yes theoretically 6 people in Fairy Tail are able to take S-Class quests. The Master + 5 S-Class mages.

The first few episodes are more of an introduction to the world and the characters and a little bit of setup for later arcs. A bit of filler is thrown in too, so it seems like Natsu just uses the same 3 moves a lot at the beginning because that was all that was shown in the intro. The first real arc is about to begin though so it will get more interesting from here, all the characters will many more moves, battles will get better and the story improves quite a bit.
