The idea for the transformation is will be, if selected second option: If Sonic's chest is covered completely by clothing, Sonic reverts back. Is that the reason why? I believe people want so much of another Sonic Comic to still exist that they would want it that way. If that is the case then i am with you. However. In my own opinion. There are many universes an i feel in this universe some characters are female an others are males.

I think it would be Sonic was born a woman. An finding a good man is not easy. An getting pregnant is also not easy. You need the right male to get pregnant. So the women in this world take Group sex seriously. An will take on as many dicks as possible. The men looking for the right women don't take finding a mate seriously. An are just swinggers.
