I'm obviously *very* late to the party, but: I've come to see Washijo's actions and motivations as coming from a conflicted place - there's at the very least some portion of his actions that are motivated by jealousy and pettiness, as you've noted; he's starting to realize that he could've been successful even though he was small, and he hates seeing that thrown in his face by Hinata's success and, more importantly, his unwavering will. However, the other side of the conflict for Washijo (in my opinion) is that he does, genuinely, want to see just how far Hinata can go. His comment at the end of the finals in S3 (something along the lines of "the higher he climbs, the more treacherous the path will become") really leads me to think that he does understand that Hinata will keep pushing. But as it stands, he also sees that Hinata is fundamentally lacking in his technical skills and mental understanding of volleyball - he's a freak of nature when it comes to raw athleticism and instincts, but that's only going to carry him so far. That's why, even though he words it very harshly ("Without Kageyama setting you, I don't sense any worth in you"), he's in his own way trying to motivate Hinata to actually *think*. If Hinata were on the court, he could default to his instincts, but because Washijo is forcing him to be on the sidelines, he has to actually use his brain and shift his perspective. Even denying Hinata dinner and lodging (in addition to being a bit petty - Washijo definitely isn't perfect) serves to make Hinata think about something he hasn't had to before - his nutrition, which is *very* important to learn about young as an athlete, especially if you intend to seriously pursue it as a career/life choice. It comes across as *very* harsh - and a part of it is - but I believe that in is own way, Washijo is making every decision that he does with Hinata because he, consciously or subconsciously, wants to see him improve. So, yeah. He did deny Hinata food, and that was a pretty shitty thing to do. But it also, just like forcing him to be a ball boy, got him to shift his perspective and start thinking for himself. Which is a huge step forward for Hinata.
