Those 'balls' the queen eats are humans made into meatballs. The ants do it because it's more practical. And humans are meant for the queen because compared to most other animals out there, they taste better and are healthy. Which is why regular ants 'technically' aren't allowed to eat humans. Even humans that can't use nen are somewhat considered a delicacy, but the ants are assuming that nen users are very delicious since their life force is brimming with light (but they have no idea what nen is). As for why officers can see it... well, they are strong so they are probably more sensitive to those things. Even animals can use nen in HxH, but I don't think we've heard of them using anything outside of zetsu (to hide their presence). That green spider ant is disgusting. I think that's the general opinion of him. When you mix creepy and cute... you get disgustingly creepy.
