Well, different countries have different alcohol rules. They upped the age to purchase alcohol her in the Netherlands a while ago. But for the longest time it was legal to buy lighter alcoholic drinks like beer, wine and many others starting from age 16. For hard liquor you had to be 18. And even today there's still no law that prohibits minors from consuming alcohol, just laws that don't allow them to buy it and laws that don't allow stores to sell it to minors. So basically, minors are allowed to drink it in a private setting if there happens to be alcohol there. Hunter X Hunter's manga was also made in a time when it wasn't all that unusual for many European countries to allow 16 year olds to purchase certain types of alcohol. Still makes no sense to me why it's still 21 in the US. By the time you're allowed to drink alcohol you can already be married for almost 3 years with a few kids, while also being a war veteran who has killed many. But nope, you still aren't allowed to purchase a beer.
