For a bit of context, the Russian word for Pump(насос) can mean two things. Either pump (as in air pump), or a slang word that means the same thing as Jock (Kinda like how bat means both baseball equipment and flying nocturnal mammal in English). Which is to say, in this comic, the instructions were misunderstood. Instead of turning on a air pump, someone tried to turn someone on! Just one of those things that can't really be translated.
