I have been meaning to ask. Is it normal to re-download basically the 1.5G file again? Shouldn't it be like a much smaller file? I'm hesitant to delete the duplicate file if it deletes the whole game or messes up with the data.

Yes, at least for android, there is no other way to make the hotfixes in android than creating a new apk.
