It's true Sorkin didn't have a plan for Season 5 yet when he wrote this, but he also didn't think he was leaving. The studio wanted to cut costs a bit, and Sorkin turning in scripts late, and even during production, cost money. They asked him to only personally write a few episodes a year, but stay showrunner, thinking the other writers knew his style. He said "no, I'm done" instead between seasons.

It's unfortunate, but I love that he stuck to his guns. Plus it went for 3 more seasons, so they must have found their stride.
