It might be just an expression, but in the defence of Ed and Al. They both have made it clear that their value is not to kill. So that is why they didn't kill the frog and pig/porcupine. Secondly, they leave Winrey with Marco because they trust him, and he has helped them before. Yoki isn't a threat in their eyes. And finally, they have no reason to distrust Mei. Last point, they don't work with Scar because, one, he has killed many people; two, he killed their best friend's parents plus Nina (which is something that is not easily forgivable); and finally, Scar has attempted multiple times to kill the brothers. Yes, the research notes are in Ishvalen, but they believe either they have to capture/force Scar to translate the text or they arrest Scar and attempt to decode the research notes on their own because they don't want his help.
