I think King Bradley named him Fullmetal because he knew he would be traveling with his armored brother and he found the potential confusion the name would cause amusing.

Yeah, Breda was among Mustang's men from the start. Unfortunately, most of his team (aside from Riza) get a lot of screentime cut compared to the manga, and I think Breda gets the worst of it, with almost all of the moments where he stands out nowhere to be found in Brotherhood (Havoc and Falman still get a few scenes, and Fuery unfortunately didn't have much in the manga either).
