you guys should give "Oshi no Ko" a try. The first episode just aired and its trending big time. people even say its one of the best first episodes of ANIME ever.

There are multiple tribes of beast people this is just one, where it could, and likely is happening everywhere there is also natural migration. There were beast people in Roa outside the maids in the castle area. Also there are many metrics to rate a ruler and perhaps the biggest one to tell a general trend for how they rule is the prosperity and happiness of the people. In Roa and Fittoa in general people seemed to be happy and prosperous which leans to a ruler that is at least fair if not generous in taxes and not tyrannical in the laws created to govern the region. I suspect that if we were to see other domains and when we see Roa after Mr. Punchable takes over you will see the difference in the type of core ruler/person the Greyrats were.
