They do have cultural and sports festivals in Japanese schools. I worked at a public school in Japan for a while and experience both sports and cultural festivals. They were so fun, but honestly a lot of work.

Like AiS said, but I'll further expand that there is a class system war amongst schools and their districts so the more prestigious schools have more room to go all out with their festivals, while low income schools festivals feel a little more home-grown. My friend comes from a lower class family so from what he's told me, his brother's cultural festival sounded like an American school's event. Like for example Halloween in grade school when they would have you go trick or treating at each classroom. That kinda vibe. He said they only had sandwiches to eat and he just walked classroom to classroom to look at things like art projects, science projects. There wasn't anything outside except for little sporting competitions. It wasn't crazy like this one or as he put it "like normal schools in manga and stuff" (He skipped high school so his younger brother is his only point of reference besides manga lol)
