So yes during the edo period(1600-1860) only samurai were always allowed to have swords, but there were exceptions like ceremonies, self defence, hunting, etc. These exceptions had to have an official sign off on it, which is easier said than done, and the punishment for unauthorized possession of swords was usually just fines and confiscation, execution only came into the picture if you tried to kill some important person or if you were some revolutionary

The only thing I heard of regarding swords was that when we won WW2, we forced all the Japanese who had family swords to release them to the government to be melted down, and so a lot of people tried to hide their family swords through various means which lost the old technique and proper ratio of medals, so nobody can fully recreate a real katana the way they used to, so they use modern techniques and medals which is supposedly weaker. This is what I've heard, anyway. Can't say 100% it's completely accurate
