Angel was completely justified, even if Wesley was his friend, his actions led to this outcome. He deserves revenge, or justice. Go back to the episode where Gunn's friends shoot up Lorne's club. At the end, Wesley warns Gunn that he should have come to them and revealed the information to them, because not saying anything could have cost more lives. Rewatching that knowing this moment is coming, it hits REALLY different. They should have shared the information with each other. However, Wesley is also justified, he was thinking he was fighting Fate and Destiny, the false prophecies. That was Lilah's doing too, when he told Sahjhan that she had set things in motion, and she was smiling when the earthquakes were happening. She and her team arranged for the oracles and the mystic side of things to convince Wesley of the prophecies. He had no chance.
