Usually when we say "Central America," it's the region of North America between Mexico and Colombia--Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panama, Belize. I love how much stronger Willow got after dealing with her dark side in Doppelgangland, both literally and figuratively embracing a more confident version of herself. Cordy being in a public school doesn't really say much about her wealth, depending on where she is. Sunnydale seems to be a relatively affluent town, so the school is probably good, or her parents feel it's better than the local private schools. Which does bring up the question about the shop... as Buffy said, sometimes you look at something, and you don't know what you're really looking at! The mayor's comment on Bangel, while certainly made for evil purposes, isn't entirely off the mark--vampires can't grow much, and Buffy will go through an entire life cycle while Angel remains the same. It's a weird issue.
