The fact that they can use their power so quickly is a little annoying on the surface but you can make a justification for it. They developed an efficient technology for transferring powers from one person to another within a matter of minutes. They have access to Chronicom tech which allowed Chronicoms to take the memories from the people they were impersonating so they could have Incorporated it in the transfer process.
