There's three reasons why I believe Nora wasn't arrested for the hotel room fire: 1. It wasn't much of a fire. The entire thing was contained to the sink. The sprinklers actually caused most of the damage. Even adding in her smoking a cigarette, the most the hotel could've done is charge her a fine and for damages, and Nora did have a substantial amount of cash on her. 2. She didn't actually start the fire, Kevin did. All she'd have to do is tell them it was her boyfriend, whom the hotel knew was also staying there, and even though no arson occurred, the most the Melbourne police would do is issue a warrant for Kevin's arrest, but he obviously left the city before that became an issue. 3. With a nuke going off on a South Pacific island, of which Australia is also in the same general area, there were much bigger concerns. When Kevin asks Laurie if Nora is gone, Laurie's answer is, "We're all gone."
