This particular film came out in 2000. Facial recognition software was developed in the 60s. Law enforcement started using it in the late 80s. Campbell didn't shoot Griffin in the graveyard because he needed to learn where Beilman was being held. He shot him in the shoulder at the end because cops are only supposed to kill as a last resort. It's up to the courts to pass judgement on crimes. Cops indiscriminately killing criminals, even murderers, is vigilantism which is illegal. That's why every time some jackass dresses up as Batman or Spider-Man and tries helping the police, they're arrested for interfering with police business.
