I cant help but really love the idea of Tiffany walking down the street and having gawkers and she indulges them, she likes to show off her rear, especially when it jiggles as she walks, and she loves when others notice. So its in her character that sometimes she may hike up a skirt "or in this case, a extra long sweater skirt thing" and reveal "hey, I'm not wearing anything under this, enjoy!"

She loves to show off, and she loves the prying eyes, but when you think about it, who's taking the pictures!
