nope the cloud SLA service agreement says you configure it.. you secure it.. the data your data..your API.. your security in the cloud.. amazon like Microsoft azure.. like google compute. if the bank can not secure there end amazon is not responsible.. but then I am not sure who is at fault. that will be up to the teams of analyst.. lol on all sides..
