I can imagine that he's late to his training with Nathan and the rest.
What I have noticed that in no fanfic or fanarts have Billy riding a bicycle, since is canon, it's confirmed in the number 9 of the YA. Now I can understand where he got his sexy legs.
I guess he has stopped using the bicycle when he learned how to use his power to teleport and fly.
